I'm not against your idea, and we can try it but I can imagine how some players would find loopholes and/or getting mad if we couldn't keep it strictly to a certain number. I don't want people to watch their clocks and report memes that were posted 10 minutes "too early".

maybe a five minute grace period or something?

in the end every rule will have a loophole or something. perfect shouldn't be the opposite of good. though i understand the hesitance after years of modding
