I would message first, since it never hurts to ask.

Though you could also tag since they don't have anything that says they wouldn't welcome interaction - if they don't want to play, whatever their reasons, they can choose to ignore the tag itself.

I mentioned it to the below anon, but yeah, I was concerned about unspoken rules. Thankfully, there aren't as many of those, so much as it's just a mess. So tagging someone without ota but no other prefs isn't me stepping on their toes.
